Lockout/Tagout (LOTO) refers to specific practices and procedures to safeguard employees from the unexpected energization or startup of machinery and equipment, or the release of hazardous energy during service or maintenance activities. This critical process was introduced in the United States by OS HA Standard 29 CFR 1910.147, in 1989 to enforce LOT O compliance across general industries.Hazardous
energy,which may manifest in various forms such as electrical,mechanical,hydraulic,pneumatic,chemical,
nuclear, thermal, gravitational, or potential, poses significant risks in the workplace.Properly executed LOTO procedures are essential to ensure that this energy is effectively controlled,preventing workplace injuries or fatalities and allowing employees to return safely to their homes each day.
Key Definitions Of Lockout And Tagout?
- Affected Employee: This term refers to any individual whose duties involve operating equipment that is under
going maintenance under lockout or tagout, or whose role necessitates working in areas where such
maintenance activities are taking place. - Authorized Employee: This individual is designated and authorized to perform lockout or tagout on equip
ment to carry out servicing or maintenance tasks. - Energy Isolating Device: Amechanical device that physically prevents the transmission or release of energy.
- Lockout (Tagout): The act of placing a lockout tagout device on an energy-isolati ng device in strict adh
erence to an established energy control protocol. This action ensures that the energy-isolating device
and the equipment it controls remain inoperative until the olckout or tagout device is rightfully removed.
When is Lockout And Tagout Required?
Lockout Tagout procedure should be followed during servicing or maintena nce of equipment where a
worker could be injured by the unexpected start-up or release of stored energy when he/she
- Is required to remove or bypass a guard or other safety devic e or feature.
- Is required to place any part of his or her body into an area near the point of operation of any equipment.
- Has to enter, or partially enter the area where a machine or piece of equipment may operate.
